Это очень сомнительно, и мир большой.
В США и Японии, Южной Кореи, есть выпускные тесты, аналоги ЕГЭ, результаты который нужно предоставлять в университет. Идею ЕГЭ копировали оттуда.
При этом в США образование платное и очень дорогое. В принципе на таких условиях можно позволить себе брать всех желающих, но насколько я представляю, просто так попасть в топ университеты всё равно не получится.
В Европе совершенно точно бывают вступительные экзамены. Но там сейчас чаще образование бесплатное или номинально платное. Отбор необходим, чтобы в топ вузах учились студенты с хорошей подготовкой, иначе просто невозможно будет нормальную учебную программу выстроить.

FYS, Foundation Year Science, это подготовительное отделение. Бакалавры это бакалавны, обычное высшее образование.
Вот, для поступления на бакалавров и даже на подготовительное отделение нужно сдавать экзамены по математике, программа примерно соответствует нашей, причём у бакалавров ещё требуются основы высшей математики. Если результат неудовлетворительный, то недопустят и до подготовительного отделения.
